at-Taʾṣīl (التأصيل) · Foundation Diploma in Islamic Studies · International Islamic College, Leicester
Ref: TSL-POL-009 · Version: 1.0 (draft) · Date: 7 September 2026 · Owner: Programme Lead (Ustādh Emran Ahmed) · Review: before the Programme opens, then annually.
1. Purpose
This plan says plainly what the College will do if events threaten the running or completion of the Programme, and what financial protection students have — and do not have. It is written to be read and relied on by students. The College promises only what it can deliver.
2. Scope
The plan covers the 2026–27 year of the Foundation Diploma — Monday, Tuesday and Wednesday evenings, 8.00–9.00pm, at Masjid Fida, Leicester, from 21 September 2026 to 16 July 2027 — and everyone who has accepted a place or paid any sum. Read it with the Fees and Refunds Policy and the Terms and Conditions of Enrolment. This plan deals with disruption caused by the College or its circumstances; a student's own decision to withdraw is dealt with in the Fees and Refunds Policy.
3. The honest starting point
3.1 This is a one-teacher programme, taught by Ustādh Emran Ahmed week by week across a school-style year at a partner masjid. Its real risks are easy to name: the teacher is ill for a short spell; the teacher is unable to teach for a long one; the venue is lost; or the College has to cancel the Programme, before it starts or part-way through. Each risk has a stated remedy in section 4.
3.2 The College is a small independent college. It is not registered with the Office for Students, and no statutory tuition-fee protection scheme applies to the Programme. What protects students instead is the shape of the Programme itself — monthly billing means the College never holds much of anyone's money ahead of teaching — together with the promises below, which form part of the enrolment contract.
3.3 The Foundation Diploma is the College's own award. The College is independent: the award is not a regulated qualification, is not accredited, and carries no university credit.
| Risk | Remedy |
|---|---|
| Teacher ill for a short spell | Sessions rescheduled within the term — §4A |
| Teacher unable to teach long-term | Qualified substitute, or suspension with billing paused — §4B |
| Venue lost | Alternative Leicester venue; temporary online delivery only as a last resort — §4C |
| College cancels before the start | Full refund of everything paid — §4D |
| College closes the Programme mid-year | Teach-out preferred; otherwise refund of all teaching paid for but not delivered and of any examination fee paid, and a transcript — §4E |
4. The plan — A. Short illness or absence of the teacher
- 1. A cancelled evening is rescheduled within the same term, normally in the familiar Monday–Wednesday, 8.00–9.00pm pattern, with at least a week's notice of the make-up date. A session that cannot be made up within the term is carried to the start of the next.
- 2. The year's 100 contact hours remain the College's commitment; short illness changes the calendar, not the fee.
B. The teacher unable to teach long-term
- 1. If the teacher cannot teach for a sustained period, the College first seeks a qualified substitute from among the College's scholars, so the year continues with as little interruption as possible. The Academic Lead, Shaykh ʿAbd al-Ḥaqq at-Turkmānī, advises on who is qualified to carry each text.
- 2. If no suitable substitute is available, the Programme is suspended. Billing stops from the date the suspension begins; any month paid but not taught is refunded in full, and the month in progress pro rata for sessions not delivered. No student pays for teaching not delivered.
- 3. A suspension is reviewed at least monthly, with students told the position each time. If a suspension reaches two months, every student may choose to treat it as a mid-year closure and take the remedies in §4E.
C. Loss of the venue
- 1. Masjid Fida is the Programme's home. If it becomes unavailable, the College first seeks another suitable venue in Leicester, keeping the same evenings and times wherever possible.
- 2. As a last resort — and it is stated honestly as a last resort, because this Programme is sold as in-person teaching — sessions may move online temporarily so the year is not broken. Online delivery is a stopgap, not the product. If it lasts beyond four teaching weeks, any student may pause their place with billing paused, or withdraw owing nothing beyond the month in progress.
- 3. Any venue change or temporary move online is announced by email and telephone before the next session, and parents of under-18s are told directly.
- 4. Safeguarding online. If sessions do move online, the Safeguarding Policy (TSL-POL-007) applies unchanged, with these rules in addition: sessions are whole-class only, on a single platform named by the College before the first online session; there are no one-to-one video calls with under-18s — an under-18's tasmīʿ is heard within the whole-class session, or waits for the return to the hall; parents of under-18s are informed before the first online session; the electronic-contact rules in Safeguarding Policy section 6(d) apply unchanged; and students join using joining details the College itself issues, which are never passed on.
D. Cancellation before the Programme begins
- 1. If the College cancels the Programme before 21 September 2026, every sum paid — fees and any payment for the book bundle — is refunded in full, within 14 days.
- 2. The 14-day cooling-off period under the Consumer Contracts Regulations 2013 is unaffected by this plan.
E. Closure part-way through the year
- 1. Teach-out comes first. The College's strong preference is to finish what it started: completing the year, or at the very least the term in progress, taught by the teacher or by a substitute under §4B.
- 2. If teach-out proves impossible, billing stops at once and every student receives, within 14 days, a full refund of every month paid but not yet begun plus a pro-rata refund of the month in progress for sessions paid for but not delivered. Any examination fee paid is refunded in full: closure cancels the sitting, and the College never keeps the fee for an examination it does not hold.
- 3. Every affected student also receives, without charge, a signed transcript recording the texts studied and completed, memorisation passed by tasmīʿ, the Arabic level reached, and the assessments taken so far — so the work already done can be evidenced to another teacher or institution.
F. Your record is safe
- 1. Registers, tasmīʿ records, marks, coursework results and portfolio records are kept securely by the College, as data controller and in line with the Privacy Notice, whatever happens to the Programme. A returning or transferring student can always evidence completed work.
- 2. A transcript under §4E.3 is reissued on request.
G. Financial protection, stated honestly
- 1. Tuition is £40 a month for the eleven months September 2026 to July 2027 inclusive — £440 for the year — and the end-of-year examination fee is £50, paid only in the summer term when a student enters the summer examination series: £490 for the year including the Diploma examination, plus books (the class book bundle, charged separately at cost; price TBCTBC — announced before the Programme starts). Because billing is monthly, and the examination fee is refunded in full whenever the sitting is cancelled or the student withdraws before sitting, a student's exposure for teaching not yet delivered is normally no more than one month's fee, plus the book bundle.
- 2. There is no government-backed or insurance-backed protection of these fees. The College says so plainly rather than imply cover it does not have.
- 3. Statutory rights — the Consumer Rights Act 2015 and the Consumer Contracts Regulations 2013 — sit above this plan and are unaffected by it.
H. Communication promises
- 1. Any event under §§4B–4E is notified promptly to every student by email and telephone, stating what has happened, the options open to the student, and a clear deadline for choosing between them. Parents of under-18s are contacted directly as well.
- 2. Questions about this plan: 07436 436363 · info@theiic.uk. Complaints about its operation go to Shaykh ʿAbd al-Ḥaqq at-Turkmānī, the Academic Lead, under the Complaints and Academic Appeals Policy.
5. Responsibilities
The Programme Lead owns this plan, decides its invocation, and is accountable for every refund deadline in it. Because some of the events above concern the Programme Lead himself, the Academic Lead may invoke §§4B and 4E on the College's behalf if the Programme Lead is unable to act. The plan is reviewed before the Programme opens, then annually, and after any invocation.
